Can You Travel to Riyadh, Jeddah or Dammam on an Umrah Visa?
Quick answer
Current Saudi policy allows Umrah visa holders to move within the Kingdom and visit cities such as Jeddah, Riyadh, Dammam, Taif and AlUla, in addition to Makkah and Madinah. The visa's purpose remains Umrah, entry conditions are applied by immigration officers at the border, and you must still leave within the permitted stay printed on your visa. Confirm the position for your travel dates before booking non-pilgrimage travel.
This question comes up constantly, partly because the rules genuinely changed in recent years. Older articles still say an Umrah visa confines you to Makkah, Madinah and Jeddah. That is no longer how the policy is written.
What the current position allows
Saudi Arabia has progressively opened domestic travel to Umrah visa holders as part of its wider tourism policy. Visiting other cities during your stay is, as a matter of policy, permitted.
That said, a policy statement is not a guarantee at the border. Entry and movement remain subject to the rules in force on your travel date and to the discretion of immigration officers.
Practical planning points
- Your permitted stay does not increase because you are sightseeing — the clock is the same
- Complete your Umrah and your Makkah and Madinah commitments before adding other travel
- Keep your visa, permits and hotel confirmations with you when travelling domestically
- Hotel bookings elsewhere in the Kingdom do not replace the Makkah and Madinah bookings required for the visa
Getting between cities
The Haramain high-speed rail links Makkah, Jeddah, King Abdulaziz International Airport and Madinah and is the simplest option for pilgrims. Domestic flights cover Riyadh, Dammam and the wider network, and intercity coaches are the cheapest option.
If your main purpose is not Umrah
If the pilgrimage is secondary to a general trip, a Saudi tourist visa may suit you better, with an Umrah permit arranged through the official system. Tell us your itinerary and we will say plainly which route fits.

Under current policy, yes — Umrah visa holders may travel within the Kingdom, including to Riyadh. Confirm the position for your travel dates, since rules are revised periodically.
