Key takeaways

  • Hajj 1448 AH is expected around 14–19 May 2027, with the Day of Arafah around 15 May.
  • Hajj requires a Hajj visa and official permit. You cannot legally perform Hajj on an Umrah, tourist, visit or business visa.
  • Saudi authorities have announced heavy fines, deportation and re-entry bans for people caught performing Hajj without a permit.
  • Indians apply either through the Haj Committee of India (selection by draw) or a registered private Hajj Group Organiser.
  • Umrah can be done most of the year, but Umrah visas and permits are paused around Hajj season.

Hajj and Umrah are both journeys to Makkah, but they are very different in religious status, timing, cost and — most importantly for travel planning — legal requirements. Every year, some pilgrims are misled into believing they can “stay on” after Umrah or use a tourist visa to perform Hajj. This guide explains, clearly and honestly, what the rules are and which legal routes are open to you.

Why you cannot perform Hajj on an Umrah or tourist visa

Saudi Arabia manages Hajj with strict country quotas so that the holy sites remain safe for the roughly two million pilgrims who attend. Only people holding a Hajj visa — or residents of Saudi Arabia with an approved domestic Hajj permit — may perform Hajj. Umrah, tourist, family visit and business visas do not allow Hajj.

Warning: penalties for Hajj without a permit

In recent seasons the Saudi authorities have announced fines of up to SAR 20,000 for people found performing or attempting Hajj without a permit, along with deportation and a ban on re-entering the Kingdom (announced as up to 10 years for expatriate violators). Higher fines apply to anyone who transports or shelters them. Checkpoints around Makkah are strictly enforced in the weeks before Hajj.

Islamic scholars and the Saudi Council of Senior Scholars have also stated that performing Hajj without a permit is not permitted, because it breaks the rules that protect other pilgrims.

When Umrah stops before Hajj

To prepare for Hajj, Saudi Arabia usually stops issuing Umrah visas and new Umrah permits several weeks before Hajj, and visitors on Umrah visas are expected to leave before the Hajj restrictions begin. In recent seasons, Umrah visa holders were required to depart by around mid-Dhul Qadah. For 2027 this is likely to mean mid to late April 2027. Umrah reopens after Hajj, usually within a few weeks.

If you are planning Umrah in spring 2027, aim to complete it by early April and keep an eye on official announcements.

Route 1: Haj Committee of India

Most Indian pilgrims go through the Haj Committee of India, which manages the government share of India's quota.

  1. Apply online when applications open (typically several months before Hajj) through the official Haj Committee portal or app.
  2. Selection by draw (qurrah) if applications exceed the quota for your state. Some categories, such as elderly applicants and women travelling in the “without mahram” group category, may have specific provisions — check the current year's guidelines.
  3. Pay instalments, attend training, complete medical checks and vaccinations.
  4. Fly from your allotted embarkation point on dates set by the Committee.

Route 2: Registered private Hajj Group Organisers

A part of India's quota is given to private Hajj Group Organisers (HGOs) registered with the Government of India. These packages usually cost more but offer more choice over hotels, dates and services.

  • Confirm the organiser is on the current official list of approved HGOs.
  • Get the package, hotels, Mina tent category and transport in writing.
  • Never pay anyone who promises Hajj on an Umrah or visit visa.

Options for Indians living abroad (NRIs)

  • Living in Saudi Arabia: residents can apply for domestic Hajj packages through the official Nusuk platform, subject to eligibility rules such as not having performed Hajj recently.
  • Living in the UAE, Qatar, Kuwait, Oman or Bahrain: rules depend on your country of residence. Some Gulf states allow resident expatriates to apply through licensed local operators within that country's quota; others prioritise citizens. Check with your country's official Hajj authority.
  • Living in the UK, US, Canada, Europe or Australia: many Western countries use the Nusuk Hajj platform, where pilgrims choose packages from authorised providers. Eligibility is usually based on residence and documentation — Indian passport holders should confirm whether they qualify through their country of residence or must apply through India.

Is Umrah a good first step before Hajj?

Many families perform Umrah first. It helps you learn the rituals of ihram, tawaf and sa'i, get used to the crowds and climate, and understand logistics such as Nusuk permits. If Hajj is a few years away for you, an Umrah in a calmer month can be excellent preparation. See our step-by-step Umrah guide.
